Introduction

We are a company and must adhere to Occupational Health and Safety standards by law.

We will prepare and present OH&S Bulletins and report any Identified Hazards and Injuries at every General Meeting, starting Friday 29 August 2003.

Occupational Health and Safety Bulletins (OH&S Bulletin) provide a communication channel for the flow of information about OH&S matters to all Members of the Buddhist Discussion Centre (Upwey) Ltd. and are a record of our OH&S matters.

Members are to create and develop OH&S Bulletins in accordance with relevant Acts, Regulations, Codes of Practice and Guidelines.

We will publish our OH&S Bulletins within the Brooking Street Bugle print version as well as on our BSB Online website. We will issue an annual special edition of the BSB for Occupational Health and Safety that contains our up-to-date OH&S Handbook. We will run an annual OH&S orientation program that each Member will undertake.

Previous OH&S Bulletins are stored in a red folder in the library filing cabinet FCA2.

OH&S is an urgent matter.

OH&S is everyone's business.

Earmuffs

Persons working at the Buddhist Discussion Centre (Upwey) Ltd. must always wear earmuffs when using any high power tool such as chain saw, drill and lawn mower.

 

Power Tools

Persons working at the Buddhist Discussion Centre (Upwey) Ltd. must always wear safety eye glasses when using high powered tools such chain saw, drill and lawn mower.

 

Gardening Gloves

Persons working at the Buddhist Discussion Centre (Upwey) Ltd. must always wear gloves when gardening.

 

Ladders

Persons working at the Buddhist Discussion Centre (Upwey) Ltd. using ladders, must always ensure another person is available to hold the ladder while they are on it.

 

Air Quality

The laser printers generate ozone. Ozone is a health hazard when the concentration gets to about one percent. There are activated carbon absorption filters fitted to each laser printer.

It is our practice to replace these after about one thousand hours of laser running time, or when the smell of ozone become quite noticeable. Frank Carter supplies these activated carbon filters as required.

 

Smoke Detectors

Smoke detectors are compulsory by law.

The smoke detectors emit a beeping sound when the batteries are flat and they should be replaced when this sound is heard. Please report any instance of smoke detector beeping to the Lapam Manager.

 

Hygienic Food Preparation and Handling

The following information is taken from brochures entitled "Hygienic Food Preparation and Handling" & "Personal Hygiene for People Working With Food", published by the Victorian Government's Department of Public Health, accessed via the Worksafe Website at: http://hna.ffh.vic.gov.au/phb/hprot /food/fhpp/hfp.html.

Food needs to be handled correctly because it contains bacteria that may lead to food poisoning under certain conditions. Food poisoning occurs when food becomes contaminated, or when the bacteria in food multiplies and becomes intolerable to humans.

ONE CASE OF FOOD POISONING CAN CLOSE DOWN A BUSINESS

If you handle food at the Centre you have an important responsibility to Members, Friends and Visitors to prevent food becoming contaminated with bacteria.

PLEASE FOLLOW THESE GUIDELINES WHEN HANDLING FOOD:

1. Raw food must be cooked thoroughly to over 60 degrees C to kill bacteria. Raw food must be kept totally separate from cooked and ready-to-eat food during preparation and storage or cross-contamination can occur.

2. Separate utensils must be used in the preparation of raw food and ready-to-eat or cooked food, or else utensils must be thoroughly washed in hot water and detergent and sanitised in between use.

3. Fruit and vegetables must be washed in clean water before use to remove soil, bacteria, insects and chemical residues.

4. If touching food with your hands, wash them thoroughly. This must include washing the backs of hands, wrists, between fingers and under fingernails with soap and warm water.

You must wash your hands after going to the toilet; handling raw food; using a handkerchief or tissue; handling garbage; touching parts of your body; smoking; and after every break.

If you have cuts or wounds on your hands or arms these must be completely covered by a waterproof bandage. Gloves must be worn if the wound is on your hands.

5. Tie back or cover long hair when preparing food, as hair can spread bacteria.

6. You must not handle food when suffering from diseases likely to be transmitted through food such as gastro, hep A and hep B. Two Members have had hepatitis.

7. Cooked or ready-to-eat food must not be touched with bare hands, but with utensils such as tongs or spoons. Or, disposable gloves should be used. Wash your hands before putting on gloves. Use different gloves for raw and ready-to-eat food.

8. After cleaning, wash your hands or change gloves before touching food.

9. The danger temperature range for food is 5 degrees C to 60 degrees C. It is important that food is not kept in this range for long, therefore cook food as quickly as possible. Foods, particularly of animal origin, must be cooked thoroughly, so take extra care when cooking frozen food. It is better to cook thawed food.

10. Food taken out of the oven SHOULD SPEND NO LONGER THAN ONE HOUR AT ROOM TEMPERATURE. This food should then be placed in the fridge, to make sure the temperature drops to below 5 degrees C as fast as possible. THIS IS IMPORTANT WHEN FOOD IS OFFERED TO MONKS, AND DURING MEDITATION COURSES.

11. NEVER RE-FREEZE THAWED FOOD, or the bacteria will multiply to higher levels.

12. When thawing food, place it at the bottom of the fridge to ensure it remains cold whilst thawing, but does not contaminate other food.

Microwave ovens can be used to thaw food, as long as it is cooked immediately afterwards.

13. Unused food containers should be stored upside down to avoid dust and dirt getting into them. Check that containers are clean before use.

14. Ensure that all cutlery, crockery and drinking straws are protected from contamination. Use only clean, undamaged crockery and cutlery.

OH&S Reporting

OH&S Documents must be put onto LAN2.
The Documents must also be machine searchable on our systems. OH&S must be an Agenda Item at every General Meeting, where Bulletins, Hazards and Injuries are reported on.

 

First Aid Kit

The First Aid kit is located on top of the filing cabinet near the doorway into Amber's bedroom.

The First Aid Kit is in a white box with a white lid. It is labeled FIRST AID in red letters on the lid.

The emergency number for Fire, Ambulance, Police is 000.

Contents of First Aid Kit is as per list.

The OH&S Managers are responsible for keeping the First Aid Kit current.

Noise Pollution

Cars should not be arriving at or leaving the Centre premises after 10 pm.
No revving of engines.
Close car doors quietly.
Keep voice levels down.
Power tools, hammering, lawn mowers etc. only to be used between 9 am and 6 pm.
No use of electric planer.

 

Parking

Park only in the right-hand side of the driveway.

 

Fire Exits

All exits in all Suites must be kept clear at all times to ensure safe and speedy evacuation in case of fire.

"Exits" refers to the way out of a building and includes the pathway on either side of the door.

There are Fire Exits in suite 1, 2 and 3, Sariputta Room and adjacent bathroom.

These are: The Front entrance door, the Back Door and the Exit Door behind the Main Altar.

The pathways in Suite 1, 2 and 3 are:
Suite 1 - Front entrance door, Door behind main altar leading into Suite 2, and Exit door behind main altar.

Suite 2 - Door leading into Suite 1 reading room, Back door, Door leading into Suite 1 behind main altar.

Suite 3 - Door leading into Suite 2 and Door leading out to Front entrance Door.

All other Suites have the entrance door as the main fire exit.

 

Filing Cabinets

All Members, when accessing files from the filing cabinets need to ensure that only one drawer is open at a time. Filing cabinets can fall forward if more than one drawer is open at one time.

 

Hot Water Jug

Members must use the Hot Water Jug at the power point where it is in operation to reduce the risk of spillage.

The container requiring to be filled with boiling water must be brought to the location at which the Hot Water Jug has boiled.

The Hot Water Jug containing boiling water must not be carried to the container requiring to be filled with boiling water.

 

Torches

Torches need to be checked every three days.

 

Fire Extinguisher Servicing and Inspection Program

The Buddhist Discussion Centre (Upwey) Ltd. has entered into a service contract with the CFA under which all on-site fire extinguishers will be inspected and serviced on a regular six monthly schedule. The first appointment was on Friday 5 July 2002.

The cost of this contract is set out below.

There are three levels of testing required under the Australian Standards which is done by the Upwey CFA acting as agents for the Country Fire Authority.

1. Six Monthly (Level 1)
The Upwey CFA conducts an on-site visual inspection of every extinguisher at 6 monthly intervals. Cost Approx $11.

2. Annual Service (Level 2)
The Upwey CFA services each extinguisher and tests each unit by measuring its weight.
Cost approximately $5.50 per extinguisher

3. Six yearly Pressure Test (Level 4)
The cost of the test is about $80 per extinguisher so for small extinguishers it is cheaper to replace them with new ones.

The Upwey CFA will supply suitable 1 kg dry powder extinguishers for $28 per each inc GST.
Under our Essential Services Maintenance System we have scheduled a replacement program to upgrade our fleet of fire extinguishers a small number of units at a time. This will spread the financial impact over three years.

We have been advised to keep the out of date units from 1995 onwards as a backup as they will still operate satisfactorily.

The CFA also fitted Fire Extinguisher location signs to the walls above each extinguisher to make the extinguishers easier to locate in an emergency.

There are 2 extinguishers in Suite 2. The C02 extinguisher is suitable for computers, LAN equipment and printers. An instruction plate has been supplied by CFA to place next to this extinguisher. This plate indicates what the extinguisher can be used for.

The second extinguisher is an AB:E type and is suited to combustibles such as books paper, wood and furniture. The unit will be labeled NOT FOR USE ON COMPUTERS.

Injuries

All Members must report any injuries that are sustained on the premises of the Buddhist Discussion Centre Upwey Limited, 33 Brooking Street, Upwey, Victoria, 3158, to the Abbott of the Temple immediately.

The injury is to be documented in the "OCCUPATIONAL HEALTH AND SAFETY RECORD BOOK" Kept in the CGR administration office in Suite 3 on the white bookshelf.

Our database is located on PC1A in the Anita room. All injuries are to be entered into our database.

 

Pathways on Premises

All pathways on the premises must be kept safe through regular maintenance with replenishing of crushed rock.

A six monthly maintenance schedule is to be maintained by the Local Area Planning and Asset management task unit.

 

Lighting

Certain lights must be kept on at night: 12 volt garden lights - from the southern gate and along the path to the Sariputta Room (1 set), back of the house and amenities block that illuminates back path (1 set), lights illuminating the Golden Pavilion, and the floodlight outside the Hall of Assembly.

 

Fire Place

Members must not leave the wood heater fire door ajar when the fireplace is unattended.

 

Kitchen Hygiene Precautions

Follow Kitchen Manual Instructions on storage, food preparation and cleaning.

Members must wash their hands before and after handling food or any items in the kitchen.

All members must wear disposable latex gloves when preparing and serving food.

 

Food Storage in the Refrigerator

Members must cover all food they are storing with the plastic food wrap provided.

Prior to placing in the refrigerator, all Members must record the preparation date of the food they are storing on a label on the food wrap.

 

Bird droppings

Bird droppings and feathers have the potential to cause several diseases in human beings.

Members must wear gloves when placing food for the birds in the bird food containers, and wash their hands after this activity.

 

Electric heaters

Electric heaters must be turned OFF prior to being moved.

 

Telephone calls

Confidentiality must be maintained in not giving out Members' telephone numbers.

 

Hazard Reporting

All Members have a responsibility to be aware of hazardous situations in any activity they are carrying out. If there is no policy or clarification is needed regarding an identified hazard, it is their duty to bring it to the attention of the Abbott immediately, and document this hazard in an internal email to the Abbott.

Follow-up procedures to rectify the hazard are to be tabled at the General Meetings.

 

OH&S Planning for Projects

Each project must have documented OH&S plan written by the project manager and approved by the OH&S Manager and the Abbott.
