Phra Ajarn Plien Panyapatipo visit
Phra Ajarn Plien Panyapatipo is a Thai Bhikkhu who visited Victoria during February 2002.
John D. Hughes, Anita, Julie O'Donnell, Rilla Oellien and Rodney Johnson offered Dana to Ajarn on Sunday 24 February 2002 in a new Temple located in the township of Warburton (a house at 6 Rainbow Trout Ave, Warburton offered for use of Bhikkhus by Jeffrey Radford).
Phra Ajarn Plien Panyapatipo resided at Wat Dhammarangsee, 389 Springvale Rd, Forest Hill Tel: 9878 6162 from the evening of Monday 24 February until Saturday 2 March.
Our Teacher John D. Hughes recommended all Members visit Phra Ajarn Plien Panyapatipo and suggested they dress in white clothing, pay respect and make dana. The teachings given by Phra Ajarn Plien Panyapatipo were written down and are available on our Web sites at www.bddronline.net.au and www.bdcu.org.au. These Teachings were broadcast on Sunday 3 March 2002 on The Buddhist Hour radio broadcast. This radio script can be found on our Web site at www.bdcublessings.net.au.
Visit by Three Venerable Buddhist Monks for Blessings on Julie ODonnells 40th Birth Celebration
Ajarn Dr Viriyananda Mahathera, Abbot, Buddha Vihara Temple, Ajarn Sokha Chan from Wat Dhammaram and Ajarn Khammavong from Wat Lao Melbourne attended the Centre on 4 March 2002 for Julie ODonnells 40th Birth Celebration. Members offered Dana to the Venerable Sangha.
Julie ODonnell presented a Buddhist Discussion Centre (Upwey) Ltd. Kalyanamitta Award to Ajarn Dr Viriyananda Mahathera as a tribute to generating good and virtuous friendship. Julie thanked Ajarn Dr Viriyananda Mahathera for his kindness and service to the Centre over the last fifteen years and requested that he continue to come to the Centre.
Julian Bamford presented Ajarn Dr. Viriyananda Mahathera with a framed photograph of Anita and John D. Hughes at the wedding of Members Leila Lamers and David Igraki.
Ajarn Dr Viriyananda Mahathera, Ajarn Sokha Chan and Ajarn Khammavong chanted for blessings to the Members.
Ajarn Dr. Viriyananda gave blessing cords for long life and good health to the Members present.
Bodhivana Monastery Planning Application
A planning application to build a residence for Monks and Nuns at 770 Woods Point Rd, East Warburton, Victoria, was submitted to the Shire of Yarra Ranges.
Upon hearing that objections to the proposal were made, Isabella Hobbs sent a letter of support to the Mayor of the Shire of Yarra Ranges, Mrs Di Moore.
On 14 January 2001, Isabella Hobbs received a letter from the Shire's Planning Officer Mrs Keryn Williams to attend a consultation meeting on 17 January 2002 between the applicants, the Abbot Ajarn Klaxon of Bodhivana Monastery and the objectors.
The meeting agenda was to identify and find solutions raised by the objectors. Issues covered were: compliance with Planning Scheme policies, adverse amenity, and privacy impacts on adjoining property, traffic generation, vegetation removal, impact on Dead Horse Creek and bushfire risk.
The Bodhivana Monastery was represented by Planning Consultant Mr G. Wright, who spoke on behalf of Ajarn Klaxon.
Environmental Consultants Mr D Cheal and Mr L. Kern provided some details of the draft Environmental Management Plan that was submitted to Council. They highlighted the intention to have a strict construction management plan to minimise impacts during the construction phase.
It was identified that a copy of the Fire Management Plan, Country Fire Authority comments and finalised Environmental Management Plan would be provided to objectors.
Supporters of the project in attendance emphasised the positive benefits of having a Buddhist Monastery in the area. A planning permit was granted by the Shire.
Dandenong Ranges Buddhist Centre
The Dandenong Ranges Buddhist Centre was founded about eight years ago as a satellite centre of the Friends of The Western Buddhist Order Melbourne Centre, which is based in Brunswick.
For the first four years the room of a Members house in Emerald was used for classes in meditation. For the following three years, meditation classes were held in a local hall, and for the last six months a shrine room next to the Cook's Corner Cafe in Kallista has been the base for the
Centre's teaching activities.
Maitripala runs the group. Her contact phone number is 5968 2128. The FWBO Melbourne Centre is located at 1 Pitt Street, Brunswick.
Great Stupa of Universal Compassion
Ian Green, Director of the Atisha Centre in Eaglehawk, Victoria sent John D. Hughes a letter thanking John for his New Year wishes and invitation to attend our New Year celebrations.
Ian extended his best wishes for a happy and prosperous 2002 for John D. Hughes and his activities and wished the Buddhist Discussion Centre (Upwey) Ltd. every success in the New Year.
Ian provided a poster of the Great Stupa of Universal Compassion Tse-Chen Cho-Khor Stupa. The Venerable Lama Thubten Zopa chose the great 15th Century Stupa of Gyantse in Tibet as the design for the Tse-Chen Cho-Khor Stupa. The Great Stupa will be the same size and design as the Great Gyantse Stupa in Tibet, making it the largest Stupa in the West. The 50 metre high, 50 metre wide based Stupa is planned to be built near Bendigo, Victoria. This will make the Stupa the largest Stupa in the West. Inside the Stupa will be a large temple plus multiple shrine rooms. Outside will be prayer wheels, beautiful gardens and 100,000 surrounding Stupas.
The poster of the Great Stupa of Universal Compassion Tse-Chen Cho-Khor Stupa has been placed on the notice board on the Golden Pavilion at our Centre.
Offer to the Vibhajjavadin Devas and Devatas of Learning
We are a global organisation and we offer strongly to all the Devas and Devatas of Learning.
The Chief Deva of Learning is the knowledge mandala expert and has many assistants who report back to him. Offerings are strongest when made to the Chief Deva of Learning.
Persons make merit by offering to the Devas on these altars and by cleaning these altars regularly. By making offerings to the Devas and Devatas you make yourself visible and then they can then help you.
A Vibhajjavadin Devas and Devatas of Learning System Manual was published and printed by the Buddhist Discussion Centre (Upwey) Ltd on 18 February 2002 and is available in our John D. Hughes Collection library. This manual is dedicated to the Prajnaparamita and "those who differentiate or respond critically". (Buddhist Studies Review, Vol. 18, No. 2., p 133)
This manual outlines the Hierarchy of the Devas of Learning and gives examples of suitable offerings and contains four beautiful pictures of these altars at our Centre where offerings can be made.

We have four persons who can prepare our food to world standard quality. We recommend that other Members attend Technical and Further Education (T.A.F.E.) level cooking classes to learn suitable cooking skills and knowledge.
Wear clean white clothes in Hall of Assembly
Members are requested to wear fresh white clothes and socks when entering the Hall of assembly. Members should not enter the Hall of Assembly in bare feet or shoes.
Standards of Cleanliness
Entering the Main Hall with bare feet, shoes, or unclean socks is not appropriate. During the evening of Sunday 27 January 2002 cleaning of our Hall of Assembly was carried out in preparation for the Monday 28 January Puja by Pam Adkins, Julian Bamford and Lisa Nelson under the guidance of Anita. This new level of performance in the Hall is to be maintained.

Chan Painting Raffle
Permission has been sought from the Victorian Office of Gambling Regulation to run this raffle.
The Chan Painting Raffle is a fundraising project for our Centre for 2002. The painting by John D. Hughes, is titled 'The Sky is Empty' has a current market value of $2000 at its last sale. The framed painting was kindly donated to the Buddhist Discussion Centre (Upwey) Ltd. for the raffle by Lisa Nelson.
Ticket sales commence on 12 March 2002 and can run for a maximum of three months. Authorised Members will sell raffle tickets. The Chan Raffle is an IDA Task Unit Project.
Winners will be notified and results published in The Australian newspaper. One thousand individually numbered tickets will be sold.
Reclining Buddha new robe
On Sunday 10 February 2002, Frank Carter changed the robe on the Reclining Buddha and cleaned the surrounding area. Lisa Nelson assisted Frank Carter. Julian Bamford took digital photographs of the event.
7. CURRENT RESEARCH AND DEVELOPMENT INTERESTS
Deva of Wealth Outside Shrine
A Outside Shrine for the Deva of Wealth has been set up in the North garden in front of the Eastern door entrance to the Reading Room. It is a series of ming (jade) plants. Removal of plants and weeds from around and under the ming trees has been carried out to enable the trees to spread and grow freely. A small sign naming the altar has been placed inside the altar in the ground below the ming trees.
Photographs of the Shrine have been printed and framed and placed: 1 ) On the North wall of the Administration Office above the PC4 workstation. 2) On the East wall in the library above the PC3A workstation. Members are requested to make offerings to the Deva and request the Deva's help.
Master John D. Hughes health continues to improve. Master Hughes blood sugar readings are stable. His diabetes has now stabilised.

PC 5A
PC5A is being upgraded from a Pentium 200 Mhz to an AMD 400 Mhz system.Two hard disc drives, a CD Burner, a network card and a scanner card have been installed in the new computer.
The computer boots up and Windows 95 loads correctly. PC5A is connected to the Local Area Network. Julian Bamford has contacted John Watson for his help to complete the installation of a CD burner .

Community Fireguard Newsletters
We have received newsletters from the Yarra Community Fireguard Network, the Fireguardian and the CFA Community Fireguard.
The Community Fireguard lists a series of meetings that cover strategies for homeowners in bushfire risk areas. Topics include bushfire behaviour, preparation of your home and developing your own fire safety plan. The date, time and venue conducting the meetings can be found in the white bookshelf in the (this is not the best place to store these newsletters) Meditation Hall.
Fire-fighting Gutter Plugs
Gutter plugs have now been fitted to all downpipe holes on the Centre's buildings.
The Centre's ladders are now colour coded to show which gutter plug location each ladder is to be used for. The Fire Prevention Manuals have a map that identifies these gutter plug locations.

Australasian Performing Right Association Limited (APRA)
The Australasian Performing Right Association Limited (APRA) issue a licence to businesses which play background music to persons at their business premises or which use music on hold on their telephone systems.
The purpose of the licences is to ensure that businesses comply with the Commonwealth Copyright Act 1968 where the public performance and communication of copyright music must be authorised by the copyright owner. The authority takes the form of a licence.
The licence cost is $64.96 including GST. We have applied for a licence.
Department of Immigration/Multicultural Affairs Database
The Department of Immigration and Multicultural Affairs and Indigenous Affairs maintains a register of community organisations and their current office bearers for the purpose of information exchange and consultation.
The Department sent us a questionnaire that is used to update our registration. The completed questionnaire was sent to them on 1 March 2002. A copy of the completed form has been filed with the Department of Immigration and Multicultural Affairs and Indigenous Affairs.
Incoming External Emails
On 29 January 2002, Rilla Oellien cleared the Inbox of all incoming external emails. Approximately 35 emails received over 3 days were opened, printed and transferred into Outlook Express Filed Mail folders.

Laser Printer
The administration laser printer cartridge has been replaced. The cartridge was replaced at page count 153,868 on the 26 February 2002.
The faulty cartridge had only printed about 1,000 pages which is 25% of its capacity. A changeover will be requested from our supplier OEM Supplies Pty. Ltd. for free, or alternatively, at a substantial discount.

Sumi-e Classes for 2002
This year Master Andre Sollier teaches the 'Ten Chan Master's series. The first class held on Saturday 2 March 2002 was attended by Julie O'Donnell, Anne Gallon, Sharon Carlton and Jan Bennett. The theme for the first class was The Zen Teaching: The Venerable Mahakasyapa after giving a flower to the Buddha.
We presented Master Andre Sollier with our Kalyanamitta Award on this day.
Chan Academy 16th Anniversary Celebrations
The Chan Accademy was opened on 6 February. On Tuesday 5 February 2002 we celebrated the Chan Academy 16th Anniversary with our Teacher and Chan Master John D. Hughes and his wife Anita. Chan Master John D. Hughes was presented with framed colour copies (A4 size) of ten original paintings on Chan Masters since the Buddha by Master Andre Sollier.
A welcoming address was given by Member Pennie White. A short address entitled 'Reflection on the Chan Academy' was given by Member Wendy Clancy. This was followed by a presentation of a framed original painting of Bodhidharma by Master Andre Sollier to our President Mr. Julian Bamford by Chan Student Jan Bennett for Julian's work in organising the Chan program and classes for our Teacher over the past seven years.
Mr. Bamford made a formal presentation of the ten framed paintings to our Teacher John D. Hughes to thank him for his Teaching and for developing the Chan Academy, which has attained the international standard in Chan. The celebration was also the occasion for the launch of the Chan Painting Learning Manual Commemorating 16 years of the Chan Academy. The manual is dedicated to John D. Hughes, Chan Master and Founder of the Chan Academy. The manual is a work in progress and includes photographs and a CD-ROM version.
Jan Bennett was presented with a framed colour copy of the Bodhidharma painting to thank him for helping our Teacher and for being attendant to Master Andre Sollier over the past few years.
To commemorate the 16th Anniversary celebration each Member was presented with a copy of the Bodhidharma painting and our Teachers business card.
To complete the celebration, Mr. Julian Bamford presented the Bodhidharma original painting as a gift to John D. Hughes. The painting is displayed with the ten Chan Masters as part of the new Chan Altar on the East facing wall of Suite 3.

ORGANIZE...Version 6 software
On 9 February 2002, Vanessa Macleod and Jocelyn Hughes purchased ORGANISE...Version 6 software online via the Homecraft website for US$42 (including postage and handling). ORGANISE... is the software we use to catalogue books and other Dhamma materials in the John D. Hughes Collection. Version 6 is the latest version of Organise .... and will streamline the uploading of the Collection onto the Internet.
We expect to acquire the software by the end of March 2002.
The John D. Hughes Collection now has five copies of the Blessings on Founder's Day for Gods and Humans. Four will remain in the library and the fifth may be borrowed from the lending library when catalogued.
Coming events
Our coming events are printed in the Brooking Street Bugle and uploaded on four of our websites on a regular basis.
Many persons want to know what the coming events at our Centre are. We need to have our coming events list up-to-date and available at all times. We are going to print our coming events as a separate item in addition to the BSB and our websites.We are also preparing the coming events list for the year 2002. This will enable persons to plan ahead.
The coming events are stored in i:/ida/events.rtf. From there the coming events table can be copied and pasted into the BSB and our websites.The coming events list is subject to regular updating as new events arise. All Members are requested to keep our new coming events list updated by entering data.

The LAPAM Task Unit Responsibilities: To maintain and develop the buildings and gardens of the Centre; to undertake new construction works; to refurbish the Centre's buildings; and to look after equipment and supplies.
New Australia Day Garden
Australia Day is celebrated on 26 January. A new garden was built near the Eastern gate to celebrate this event. Our Teacher John D. Hughes guided further work on the new Australia garden on Sunday 27 January. The work was carried out by Julie O'Donnell, Matt, Lisa Nelson, Frank Carter and Julian Bamford.
Ten pots of flowering petunias were planted today, adding to the many shrubs planted on Australia day including a large temple tree, a mint bush and pots of flowering geraniums. The work involved the addition of two barrow-loads of soil and a rock wall along the East side of the garden and covers an area of 2.0 metres x 50cm. This has increased the area of the garden to approximately 8 square metres, measuring 4.2 metres at its longest and 2.1 metres at its widest point.
Chan Garden - relocation of plants to new garden beds.
On Tuesday 29 January 2002 work in preparation for the new Kitchen and Dining Room continued with removal of plants from the garden area where the new building is to be built.
Two Temple trees were relocated. One was planted in the Australia Day garden, one near the North Bell Tower and one in the garden infront of the Buddha Stupa. A camellia tree was relocated to the Western Garden behind the Padmasambhava Altar.
A standard rose, approximately 1.5 metres in height was relocated to the garden bed on the East side of the Southern Gate. All other plants within the new building have been removed or cut to ground level.
Two steel star posts were sawn off at 60cm below ground level. Our Teacher then directed Members to make offerings into the hole. While this was done Anita chanted. The offerings placed in the hole were of incense, flowers, perfume and blessing water.
The work was shared by Rilla Oellien, Peter Boswell, George Tsoucalous, Libby Dale, Julian Bamford, Rodney Johnson and Wendy Clancy. The work took a total of 6.5 hours.
Airconditioner in Suite 2 Office
The air conditioner in the Suite 2 Office can be used by running a power lead into Suite 3 and plugging it into the power point on the left side of the fireplace. The power lead can pass through the Suite 2 entrance door into the main entrance door, then into Suite three.
It is important to not have two air conditioners operating at the same time in the main building as together they draw too much current. Also we cannot run an air conditioner from a power point in use by a computer. By using the power point in Suite 3 for the air conditioner in Suite 2 we avoid these two situations.
Recording hours worked on LAPAM
When Members write emails reporting work which has been done on LAPAM activities please note the total hours work done to complete the task. For example, if three Members worked for two hours each creating a new garden bed then the total hours work done is six hours.
Eastern Gate Garden Bed
On 26 February, a new garden bed was created on the garden side of the bamboo fence at the Eastern Gate. John D. Hughes instructed Peter Boswell, Rilla Oellien and Frank Carter in making the new garden. The soil used came from the humus heap at the end of the driveway and the rocks came from a small rock path which was removed to prepare for the construction of the new dining room kitchen building. Rodney Johnson purchased some colourful potted flowers which were planted in the new garden bed along with some canna lilies.
Member Julie ODonnell 40th Birth Anniversary
Our Member Julie ODonnell celebrated her 40th Birth Anniversary with Venerable Sangha, our Founder, John D. Hughes, and Members at the Buddhist Discussion Centre (Upwey) Ltd. on
4 March 2002.
The day commenced with Buddha Dhamma chanting by Members at 6:30am. Julie ODonnell offered Master John D. Hughes a Vajrayogini thanka painted by Julie ODonnell. Julie was presented with a Buddhist Discussion Centre (Upwey) Ltd. Kalyanamitta Award as a tribute to generating good and virtuous friendship.
Wedding of Members Leila Lamers and David Igraki
Members Leila Lamers and David Igraki were married in Wilsons Botanical Gardens in Berwick on 23 February 2002. Ajarn Dr Viriyananda Mahathera was the civil celebrant for the wedding ceremony. Master John D. Hughes escorted Leila through the gardens to the wedding ceremony.
Members visit to National Gallery of Victoria 'Spring Flowers, Autumn Grass - The spirit of nature in Asian art'.
John D. Hughes, Anita, Julian Bamford and Julie ODonnell visited this exhibition on 20 February 2002. The keynote speech by Dr Terry Cutler of the Australia Council is on our website www.bddronline.net.au and www.bdcu.org.au.
The curator of this exhibition was Dr Mae Anna Pang who has visited our Centre and purchased one of John D. Hughes' paintings. Dr Pang said Victoria's Buddhist community would enjoy the range of works included in the exhibition and encouraged people to attend. We concur.
Entry to Spring Flowers Autumn Grass - The Spirit of Nature in Asian Art is: Adults $5, Concession $3, Family $10. The Gallery, located on the corner of Russell and La Trobe Streets Melbourne, is open between 10am and 5pm. The exhibition closes on 21 April 2002.

Two Members from the Buddhist Discussion Centre (Upwey) Ltd attended the Meeting and Conference. Master John D. Hughes and his wife Anita attended the Third Meeting of The World Buddhist University Council on 9 February 2002 and the International Conference on Buddhism and World Peace on 10 February 2002 in Bangkok, Thailand.

The Third Meeting of The World Buddhist University Council was formally opened by Dr Somboon Duangsamosorn, of the World Buddhist University Council. The Chairperson of the Council Meeting was Dr. A.W.P. Guruge.
The WBU Councillors and attendants paid homage to the Triple Gem.
Most Venerable Dambajav gave a Puja Blessing.
Dr. Ananda Guruge, Chairman of the World Buddhist University, greeted everyone and welcomed them to the Meeting. Dr. Guruge welcomed Professor Noranit Setabutr. Dr. Guruge said that he was happy to see his good friends from around the world.
Dr Guruge spoke about the notion of Samma Ditthi.
The question What is the World Buddhist University? was answered by Dr. Guruge and others after much discussion. The following key points were established:
1. The WBU does not issue degrees and has no actual training or teaching. It is the Associated Institutions that do the research, training and practice.
2. The WBU has made a good start towards globalisation by duly admitting 4 associated institutions. We must look at inviting other institutions to join. A letter will be sent out to invite other Buddhist institutions to apply to join.
3. WBU Council members will be the contact for their country and regions.
4. The WBU is a coordinator of data about Buddha Dhamma research, training and practice and is an information warehouse.
5. All forms of Buddha Dhamma are accepted at the WBU. It does not discriminate.
6. Dr.Guruge said The World Buddhist University is a storehouse of information about Buddhist Curricular at other institutions through out the World, for access by other institutions and persons world wide.
7. Let the WBU be a vast database of every kind of Buddha Dhamma that exists on this planet.
8. Let the WBU unite the Buddhist World by being a point where one can find out what is happening in the world and where one can find out about Buddha Dhamma doctrines.
In terms of structure, the Associated Institutions provide the information from their respective countries of details of publications of Buddha Dhamma Practice. The Associated Institutions may provide the research, training and Buddha Dhamma practice at the grass roots level.
It was agreed the term Buddha Dhamma is the preferred term other than Buddhism.

WBU role clarity established a need to put more effort into the several directions that surfaced to facilitate globalisation of the University. Some initially very poor Buddhist countries such as Hong Kong, South Korea, Singapore and Taiwan grew strongly from implementing more outward-looking policies.
The formation of the WBU as a network of approved associated Centres in three categories became clear. These Associated Institutions do the teaching, research and practice of Buddha Dhamma at the grassroots level.
The first task is to increase the number of Associated Institutions
The University has no enrolments and issues no degrees, like the United Nations University.
Some of these Associated Institutions may issue degrees at their national level.
The WBU is represented by its Associated Institutions.
The first direction statement is that at least 25 Associated Institutions are needed before the WBU can go to the rest of the Buddhist world and request them to apply to join as an Associated Institution.
The first direction statement considers it would be desirable to have 10 Associated Institutions in Thailand, 5 in Sri Lanka, and 10 in the United States of America join the WBU.
Important national institutions like associated Buddha Dhamma Centres can play a crucial role in the overall ecosystem of Buddha Dhamma research by credentialed emerging scholars through publication in the World Buddhist University Journal and/or on the WBU website, with a content of an ever evolving cultural heritage. This area of excellence and scholarship is important.
