The State Government of Victoria is proposing new Racial and Religious Tolerance Legislation. A consultation evening is being organised by the Victorian Office of Multicultural Affairs on Tuesday 20 February from 6.30 p.m. to 8.30 p.m. Light refreshments are being provided.
Prajna Paramita Students are requested to attend the consultation, wearing professional business clothing, as representatives of the Buddhist Discussion Centre (Upwey) Ltd.
Vijaya and Puja Prayers with Francisco So
Francisco So will conduct the Usnisa Vijaya Dharani Prayer on Monday 16 April 2001 from 9.30am to 11.30am and the Sukhavati Puja Prayer from 1.30pm to 4.00pm.
The Usnisa Vijaya Dharani Sutra, translated by Master Buddhapala during the tang Dynasty, can be read prior to the Puja. Twenty-one copies are in the John D. Hughes Collection Library, wall unit 8, shelf 251.
3. SANGHA NEWS
Reclining Buddha Image
On Tuesday 6 February John D. Hughes placed flowers and blessing cards in the six stump holes for the base of the Reclining Buddha Image. Later in the afternoon, Lyne Lehmann, Pennie White, Isabella Hobbs and Tim Browning chanted at the site then put incense oils, flowers and fragrant leaves in the stump holes.
Venerable Ajarn Chanhphy Manivong taught at the Centre on 10 February 2001 and provided instructions on the building of the base for the Reclining Buddha. Our Members offered dana to the Venerable and Jan Bennett was driver for the Venerable Monk.
Frank Carter, Tim Browning, David Igracki, Trent White, Rodney Johnson and Julian Bamford have been working on cemented the stumps and constructed two moulds for the concrete walls.
Ajarn will perform the Dotting of the Eye Ceremony on 7 May 2001.
Zasep Rinpoche Teaching in Melbourne
Zasep Rinpoche, Buddhist Scholar and Teacher, is visiting Melbourne for one week and is giving a free public talk at 7.30pm, Wed 21st February, at the Victorian Trades Hall, Carlton.
Donations will go towards building a hospital in Tibet to train persons in traditional Tibetan medicine.
Zasep Rinpoche is a great healer with traditional Tibetan medicine lineage and will teach about the Medicine Buddha for two days in Daylesford on the following weekend. For bookings telephone Julian Bamford at 0400 267 330.
Laying of the Foundation Stone at Quang Duc Temple
On Sunday 4 February 2001, our Centres President, Vincenzo Cavuoto represented the Buddhist Discussion Temple (Upwey) Ltd. at the Laying of the Foundation Stone of the new Temple at the Quang Duc Temple in Lynch Road, Fawkner.

Wind Horse Flags to Celebrate the New Year
The Tibetan New Year is on the 24 February 2001. It is an auspicious time to hang up your new Prayer Flags. If you would like to purchase a new set of prayer flags, please see Lyne Lehmann. The flags are $25, while stocks last.
5. INFORMATION TECHNOLOGY NEWS
Workstation PC4A for John D. Hughes
PC4 is now equipped with a new hard drive and software. Acrobat Reader and VET have been installed, and Internet access has been enabled.
Computer Communication Log Book
Members are using a Log Book located near PC4A to record maintenance work done on the Centres computers.
Workstation PC13A for CGR
PC13A is now working and on the network. Lotus WordPro has been installed on the CGR computer PC13A.
Websites
Our Website www.bdcu.org.au is now serviced by Evelin Halls.
Our websites are now close to holding one hundred Megabytes (100 MB) of data.
All our websites were backed up on 8 February 2001. The websites are stored on a red Zip disk on the shelf in Suite 2 opposite PC4A. In addition, copies of our websites are stored off site at Evelin Hall's computer and as well as on a Zip disk. In addition, the BSB online is also stored off site at Julian Bamford's computer, the website for the World Fellowship Standing Committee on Women is stored at Anita Svensson's computer.
Workstation PC1A CD-ROM for CGR
A new CD-ROM drive has been installed on PC1A.

Garage Sale
Lenore Hamilton is organising a garage sale to be held on Saturday 3 March from 9.00am in Upwey. Please give Lenore any saleable items you no longer want for this important fundraising activity.
We will also be selling a selection of new concept products such as Chan Cards and potted geraniums from the Centre. To help on the day or for delivery of items for the garage sale please see Lenore.
Buddha Dhyana Dana Review
We need funds to print and post the next paper version of the Buddha Dhyana Dana Review. The gift of Dhamma excels all other gifts. Please make your contribution payable to the Buddhist Discussion Centre (Upwey) Ltd. and mail to our address or place in the dana box.
Guess How Many Smarties are in the Jar Competition Fundraiser
The "Guess How Many Smarties in the Jar" fundraiser has commenced and will run until 4 March 2001.
1st Prize: Dragon Protector
2nd Prize: Set of ten Ch'an Cards by Ch'an Master John D. Hughes
3rd Prize: The jar of Smarties
This project is being staffed and funded by CGR Task Unit Members. All funds raised will go towards the Corporate Governance and Reporting Task Unit.
Guesses are $2 each.
The jar of Smarties is located in the refrigerator for viewing purposes.
Members purchasing tickets for the "Guess How Many Smarties are in the Jar" fundraiser should place their name, telephone number and address on the ticket stub.
Conditions of entry:
1. Persons may enter as many times as they wish.
2. Persons must pay as soon as they guess.
3. Persons are not permitted to physically handle the Smarties.
4. Persons are not able to touch the jar of Smarties.
5. Prizes will be drawn on the Tuesday 6 March 2001 at 8.30pm.
6. Guesses will be verified on Sunday 4 March by Lisa Nelson (Project Leader), Julian Bamford (Director) and Rilla Oellien (Junior Assistant Secretary).
7. The winning ticket will be drawn out of a container holding all correct guesses.
8. The remaining tickets with the correct number will be placed back in the container.
9. The 2nd and 3rd prizes will then drawn out of the same container.
7. JOHN D. HUGHES NEWS
John D. Hughes is working on the Museum logistics.
John D. Hughes will visit Cowes from 21 February to 23 February 2001. John will also visit Cowes and stay overnight on 1 March and return on 2 March 2001.

Good Free Information Online
The Centre needs to research $50,000 worth of good information over the next six months.
A useful starting place for 'just in case information is The Australian University of the Year 1998-1999, 1999-2000, University of Wollongong, New South Wales.
The University of Wollongong provides "Updates on Scholarly Information" via links to papers such as "How and Why to Give Away Research Literature for Free" and links to sites such as "eprints.org", a site dedicated to the freeing of referred research literature online through Author/institution self-archiving.

CGR Task Unit Responsibilities: administration, adhering to legal requirements of corporate affairs, accounts, organising general meetings, accounts, organising general meetings, payment of accounts, scheduling events, Occupational Health and Safety (OH&S), attendants for the Centre, maintenance of data bases, maintenance of office supplies and communicating with government departments.
The CGR report from 1 July 2000 to 31 December 2001 is attached to this issue of the Brooking Street Bugle as Appendix 1.
AAA Priorities for CGR Task Unit:
Corporate Governance and Reporting requires CGR Task Unit Members help with:
1. Answering overseas correspondence (letters). Rilla Oellien, Clara Iaquinto and Pennie White will help with this priority task.
2. Training on How to use the two new CGR Databases. Pennie White to train all CGR Task Unit Members in the use of the Databases.
3. Enter incoming and outgoing correspondence. Clara Iaquinto, Isabella Hobbs and Lenore Hamilton will help with this priority task.
4. Backlog of filing to be filed in filing cabinets. Clara Iaquinto, Isabella Hobbs and Lenore Hamilton will help with this priority task.
5. Fundraising. The CGR Task Unit aims to raise $2500 in the next 6 months. All CGR Task Unit Members will help with this priority task.
6. Updating the procedure manual for CGR. Anita Svensson and Lisa Nelson will help with this priority task.
Letterhead Paper
Peter Jackson has delivered one thousand (1000) copies of the new printed A4 Buddhist Discussion Centre (Upwey) Ltd. letterhead to the Centre. The new letterhead has a current list of our websites and the Centres Australian Business Number (ABN).
The letterheads are stored in two locations in the CGR office:
Five hundred (500) copies are located in the tray on top of filing cabinet No. 5, next to the PC1A workstation;
Five hundred (500) copies are stored in drawer No.1 of filing cabinet No. 7, opposite the PC1A workstation.
Telephone and Street Directories
Telephone Directories (Melbourne White Pages, Yellow Pages and Local Directories) and a copy of the Melway Greater Melbourne Street Directory (Edition 21 1991/92) are located underneath the PC1A workstation desk. When Members use the telephone directories please return.
Roster Book
For Corporate Governance and Reporting to be able to track the amount of time CGR Task Unit Members apply to CGR Task Unit responsibilities, we request that Members place their names in the CGR Blue Roster Book.
This Roster Book is located in the CGR Office, "work in progress" basket and is labelled CGR Roster Book.
Accurate Record Keeping
Members are requested to use the Correspondence Log Book, located in the CGR office, to record all incoming and outgoing telephone calls.
CGR have implemented a new Correspondence Log Book for the purpose of tracking incoming and outgoing correspondence.
The Correspondence that has to be documented into this book includes all:
1. External emails
2. Outgoing letters
3. Incoming mail
4. Incoming and outgoing telephone calls
5. Incoming and outgoing faxes and,
6. Brooking Street Bugle New Series issues.
The Correspondence Log Book is a large Green Book, which is located in the CGR Office, on PC1A Desk.
If Members have any questions there is a procedure document attached inside the first page of the logbook.
Two Lotus Approach Databases have been constructed for CGR.
The correspondence database (used in addition to the green Correspondence Log Book) is located at i:/km/database/cgrcorres.
The CGR activity database is located at i:/km/database/cgractiv.
Reference books on the use of databases can be found on the CGR shelf.
Assistance and coaching in data entry can be obtained from Pennie White.

To insert the Buddhist Discussion Centre (Upwey) Ltd. letterhead into a document:
1. Open the file i:/common/bdcuhead
2. From the 'Edit Menu' choose 'Select All'
3. From the 'Edit Menu' choose 'Copy'
4. Close the file i:/common/bdcuhead
5. Place the cursor at top of the document where you want to include the letterhead.
6. From the 'Edit' menu choose 'Paste'
Efficient Production of Multiple Copies
Frank Carter has advised that the cost of creating one photocopy on the Centres photocopy machine and printing a page direct on the Centres laser printers is close to equal. It is therefore more efficient to make duplicate copies of documents that reside on the LAN by printing to the Network Printers. Be sure to select the "collate" check box in the printing options.

Buddha Dhyana Dana Review (BDDR) Mail Procedures
Mail details will be printed on separate pieces of paper, rather than self-adhesive labels.
This is 500% cheaper and also reduces the "waste" of Buddha Dhyana Dana Reviews that are returned in the mail.
St. Valentines Day Gifts and Flower Stall Fundraiser
The net profit generated was $1336. The gift and flower stall fundraiser was run at two locations on 14 February, St. Valentines Day 2001, at 436 Stud Road Wantirna and Swansea Road Lilydale, with 16 Members rotating in two-hourly shifts over seven and a half hours. 190 bunches of flowers were sold.

Evelin Halls is enrolled for Communication and Media studies next semester at Monash University.
Isabella Hobbs has commenced a Diploma of Business in Accounting at Swinburne TAFE in Wantirna.
14. BUDDHIST HOUR RADIO BROADCAST
The broadcast dated 11 February 2001 is called "How do we develop true Relationships"
The broadcast dated 18 February 2001 is called "Effective use of Libido"
The next broadcast dated 25 February 2001 is called "Cultivating Confidence in the Path".
Our Buddhist Hour program is now global and your help is needed to write two radio scripts per week.
The 'Buddhist Hour' radio show is broadcast live on Internet radio at www.gbradio.com on Sundays from 11am to 12pm.
This means that persons from all around the world are able to hear the Radio Broadcast that consists of chanting and Buddha Dhamma texts.
As gbradio is a very popular station, it may happen that you cannot get a connection. In that case, just keep trying until you get through.

The Reclining Buddha image pictured above was brought to our Center from Thailand and is to be located in our 'Village Square'.

The two photographs above were taken during the first stage of construction of the base for the Reclining Buddha image and altar. Pictured also are the Northern Gate Bell Tower, and to the left our Stupa.
