On Sunday 7 March 2004 the Completion Ceremony for the John D. Hughes Funeral Ceremony was held at 3.00 pm.
Venerable Tongdaeng, from the Melbourne Thai Buddhist Temple (Wat Thai Nakorn) in Elgar Road, Box Hill presided over the ceremony, chanting the Abhidhamma Sutta for the good rebirth of John D. Hughes in the Main Hall. Members made offerings of flowers and Dhamma materials to Veneral Tongdaeng, and then circumambulated the Center with candles and incense and carrying John's remains, which were then placed into the stupa in the Centre garden.
We thank all the Sangha for their great kindness and many blessing
that they gave Our Teacher during the period of his illness and
then following his death. We also thank Jeff Radford for his many
kindnesses.
Report on the Australian Buddhist General Conference
The Australian Buddhist General Conference, was held 20 to 22 February 2004 at Victoria University, St Albans Campus and was convened by The Buddhist Federation of Australia, Victoria University and Buddhist Council of Victoria.
The conference was titled 'Engaging Buddhism in Australia'.
The opening day was attended by around three hundred persons, including VIP's, special guest and presenters, members of the public and volunteers.
The Most Venerable Thich Phuoc Hue, Head of the United Vietnamese Congregation of Australia and New Zealand, and over fifty members of the Sangha, Monks and Nuns, from the traditions of Theravada, Mahayana, Vajrayana and Zen traditions attended and blessed the conference over the three days.
The Prime Minister of Australia, Mr John Howard's Message sent and read to the Conference was:
"I have great pleasure in providing this message on the occasion of the Australian Buddhist General Conference to be held at Victoria University in Melbourne.
"This general Conference has as its overall theme, 'Engaging Buddhism in Australia'. It is an opportunity for all Buddhists across Australia to get together to discuss issues of importance to the Buddhist community, while continuing to work towards promoting greater peace and harmony in the broader community.
"Occasions such as this remind us that Australia is home to a diversity of faiths, encompassing all the world's major religions. Australia's diversity is one of our most important attributes as we face the challenges of a rapidly changing world. As a nation we respect the rights of citizens to maintain and develop their cultural and religious beliefs. It is one very important way in which we seek to address issues of conflict and intolerance. We are united by our commitment to our nation, its democratic institutions and laws and a sense of a "fair go for all". I welcome this opportunity to express appreciation for the significant and much valued contribution that the Buddhist community has made to the social and cultural development of Australia.
"I send my best wishes to the Buddhist Federation of Australia and all those participating in the General Conference."

The Chair of the Organising Committee Venerable Thich Phuoc Tan, Abbott of the Quang Minh Temple at Braybrook serving over 10,000 members, said that "Buddhism engages with the real issues in peoples lives".
The conference met its objective to provide an interchange of ideas and research between representatives of the Buddhist communities, academics and representatives of relevant government agencies on the issues and challenges facing Buddhist communities within the framework of present day multicultural Australia.
The conference was an important milestone in Buddhist history as it was the very first time that Buddhists from all traditions and from all states of Australia and other parts of the world have met together to celebrate working together harmoniously in engaging Buddhism in Australia.

Venerable Pannyavaro guided metta (loving kindness) meditation and this helped all participants to calm their mind and promote good will for others.

On the final day facilitated group discussions generated a set of recommendations including:
A Sangha Day to be held in Australia each year for the Sangha
from all traditions to meet and discuss amongst themselves.
That dana be offered to monks and nun's in the community
That an Annual Australian Buddhist Youth Conference be organised.
Each Day the Conference concluded with the Merit Dedication, with all persons in attendance invited to read the dedication together:
"The purpose of our lives is to free all sentient beings from all suffering and its causes, to bring temporal and ultimate happiness to all sentient beings, and especially to bring them to the ultimate happiness of enlightenment.
In order to do this we must achieve enlightenment. Therefore, we are going to do service for suffering sentient beings who are most kind, from whom we have received all our happiness in the past, present, and future.
May we continue to live in pure moral conduct, listening to many teachings.
May we train the mind in pure conduct and pure view without corrupting the wisdom teachings of the Buddha.
Due to all these merits, may all the lower realms be empty forever.
Wherever there are people working to benefit others, may all their vows be accomplished immediately."
Through the merits of participating in this conference may we quickly attain enlightenment and lead all living beings, without exception into that awakened state."
As part of the concluding ceremony on the final day Certificates of Appreciation were presented by Venerable Thich Phuoc Tan, Chairman of the Organising Committee, to each of the Volunteers in recognition of their help with the Conference.
A special thank you was made to the Members of the Quang Minh Temple, Braybrook, Victoria who provided food and refreshments to all conference participants and meals to those staying at the Temple and Student Village over the three days.
Seven Members from our Centre attended the Conference, providing support as Volunteers on all three days. Their major responsibility was as attendants to the Sangha (monks and nuns) throughout each the day, offering dana and responding to the Sangha's needs as appropriate. Other tasks fulfilled by our Members included: photographing, rapportuering, ushers, drivers and workshop participants.
Pennie White participated as our representative and Liason Officer for the World Buddhist University, and Vice-President International Dhamma Activities. A report on the Conference proceedings was prepared and has been forwarded to the World Buddhist University.

Over three hundred photographs were taken during the three days, which will be loaded to our BDDR Online website over coming weeks. A CD of the photographs will also be made and sent to Venerable Thich Phuoc Tan.
Throught the dana of many beings our Members were able to offer many new Buddha Dhamma books to our John D.Hughes Collection Library. The books were offered at the conference as dana for participants.

New Buddha Dhamma Teaching Program
We invite Members of the Sangha to come to our Temple to give Dhamma talks on Monday and Friday evenings as part of our Buddha Dhamma Teaching Program for 2004. Classes commence at 7.30pm.
We thank the Venerable Sangha for blessing our Temple, Members and Friends and accepting our request.
May the Buddha Dhamma be taught at our Temple.
Members and students are welcome to attend and are requested to bring suitable offerings such as flowers as dana for the Sangha.
On Friday evenings from 7.30 pm teachings are held from the Mahayana tradition. Sessions so far have included the playing of videotaped teachings of the late Master John D. Hughes on the Prajna Paramita (The Perfection of Wisdom), and playing of the CD series "The Diamond Cutter" by Geshe Michael Roach.
Children's classes are scheduled to begin in March 2004. Plans at this stage are to run the classes on Sunday mornings.
Students and Members are invited to bring suitable offerings such as flowers, food, water, paper, and Buddha Dhamma texts as offerings.
We thank Mrs. Anita M Hughes for initiating this new program of Buddha Dhamma teachings at our Temple.

Study of the Vinaya
Members Julian Bamford and Frank Carter have committed to studying and learning the Vinaya and the 227 rules of the Sangha Monk.
A regular study session is held every Thursday evening at 8.00pm.
All members are welcome to attend and join in this important study program.
May this noble program of study and good actions create the good causes for our Temple to last in harmony and fellowship in the Buddha Dhamma for the next 500 years.
May we gather in harmony, work together in harmony and disperse in harmony.
May the Buddha Dhamma be taught at our Temple for the next 500 hundred years.

We thank our Teacher and Founder, the late Master John D. Hughes, for establishing this Buddha Dhamma Temple, and the John D. Hughes Collection library and for creating the suitable conditions for us to study the Vinaya.
Vinaya Rules Study Class No. 7, 4 March 2004
The seventh class in the study of the Vinaya Rules was held at our Temple, Chan Academy Australia, at 33 Brooking Street, Upwey 3158 Victoria, at 8.50pm approximately) on 26 February 2004.
The class was held in the John D. Hughes Meditation Hall.
The students were Julian Bamford and Frank Carter.
The students paid respect to the Buddha Dhamma Sangha bowing in front of the main altar three times, followed by chanting of:
namo tassa bhagavato arahato sammasambuddhassa
Five precepts in Pali.
Triple Gem Refuge.
The students sent metta to the Heavenly Sangha and requested their help and guidance with their study of the Vinaya (Monks rules).
At the end of the class reading the students shared the merits with all beings.
The text studied was "A Lay Guide to the Bhikkhu's Rules" compiled by Bhikkhu Ariyesako, 1995.
The sections studied were from pages 30-31:
(ii) Fruit Juices.
Bhikkhus should not eat food after midday, but they can drink "fruit juice" anytime thoughout the day.
However, they cannot store fruit juice beyond that single day.
When lay persons offer fruit juice it is important that it is well strained so that no pulp or fruit particles remain, for the fruit itself counts as food and so cannot be consumed in the afternoon.
(iii) Medicines of Tonics.
These should be consumed within seven days of their being offered.
Rule: 'Keeping any of the five tonics - ghee, fresh butter, oil, honey, or sugar/molases - for more than seven days is an offence of confession.'
Plain chocolate (sugar + vegetable oil + cocoa) is allowable in some places, but not milk chocolate. (milk is food)
(iv) Lifetime Medicines.
Medicines or edibles that may be consumed without time limitation are called yavajivika.
Modern Western medicines are usually included under this category and therefore can be taken at anytime of the day and kept as long as necessary.
The practice of requesting forgiveness
A ceremony for the practice of requesting forgiveness will be held at our Temple every two weeks, including prior to commencement of all General meetings.
The ceremony is based on the practice of the Sangha who we are advised perform this ceremony at their temples every two weeks.
All Members are invited to participate in the ceremony in the future.
May the merit of this good action be a cause for increasing harmony and good fellowship at our Temple for the next 500 years.
May we be kalyanamitta friends.
Abhidhamma Classes
Abhidhamma classes continue every Tuesday evening at 7.30pm.
Chanting takes place in our Hall of Assembly prior to the class at 7.15pm to awaken the participants' minds and to prepare them to learn Abhidhamma. All Members and Friends are welcome.
All Abhidhamma class papers are uploaded to our online journal, the Buddha Dhyana Dana Review, at www.bddronline.net.au and www.bdcu.org.au. They can be found in Volumes 12 and 13 of the BDDR Online.
Classes are free of charge to students.
Students are requested to bring suitable offerings each week to the Abhidhamma Teachings, including flowers, Basmati rice and two reams of Reflex A4 paper. Recycled paper is not suitable as it jams in our printers.
New students are enjoying these classes and longer-term students are maturing under these teachings.

1. Venerable Khenchen Thrangu Rinpoche will teach "Mahamudra Meditation: Shamatha and Vipashyana" at the Kagyu E-Van Buddhist Institute at 673 Lygon Street, Carlton North, 3054, on April 3-4.
Venerable Khenchen Thrangu Rinpoche was appointed as Abbott of Rumtek monasteryand has been the personal teacher of the four principle Karma Kagua lineage holders.

2. Venerable Master Sheng Yen will visit Australia in April 2004. He will teach at Deakin University Toorak Campus on 24 & 25 April 2004 from 2-4 pm and 2-4.30 pm respectively. 3. Ancient Wisdom, Modern Practice - Mindfulness and Meditation

New Private Dining Hall & Kitchen - Progress report
In the previous 58 days (from 1 January 2004) stages concluded were:
Fixing of plaster sheeting to the internal North wall of the new private dining hall.
Sisalation was fixed to the openings beneath the dining hall floor and entrance hall floor.
Sisalation and plaster sheets were fitted to the reading room wall.
The first coat of paint for the East and North wall weatherboards was completed.
The building team for the two days consisted of Members and friends, Frank Carter, Simon Bates, Jim Lane, Julian Bamford, Mitra Rashidi, Tiraj Adikari and Brent Kerr.

Temple Attendants are especially needed during business hours from Monday to Friday.

Camberwell Market Stall
Thank you to the Chief God of Wealth and all other Devas and Devatas and Members who help us with the Camberwell Market Stall.
This is an important fundraising and PR activity, attracting
prospective buyers with the two white tents, colourful blessing
flags, flowers, display of Chan prints and gift cards and well
presented array of goods for sale.
The Camberwell Market Stall held on Sunday 14 March 2004 generated
the following returns.
Profit $63, Raffle $104, Bangladesh Stand $6.40
The sales team for the day was Julian Bamford, David Ley, Frank Carter and Evelin Halls.

Kallista Market Stall
Our Kallista Market stall held on Saturday March 6 raised $68.40.
Our Kallista Market stall is held on the first Saturday of each
month.
Relocation of IT equipment to Sariputta Room
The Internet PC (4A) has now been set up in the Sariputta Room and is fully functional. PC1A has also been set up, and the printer switch is also functional. A LAN2 cable to the Sariputta room has yet to be installed.
We plan to move our accounting PC into the Sariputta room on the desk in front of the window by the entrance door.
Until the Centre phone line has been run to the Sariputta Room,
Anita has allowed us to use her personal phone line. The modem
is currently connected to this line, and may be used as a dedicated
Internet line until further notice. To use the current line in
the Sariputta room for the phone, just go offline, and then dial
using the telephone handset. No disconnecting or reconnecting
of telephone lines is required.
Occupational Health and Safety Bulletins (OH&S Bulletin) provides a communication channel for the flow of information about OH&S matters to all Members of the Buddhist Discussion Centre (Upwey) Ltd. and are a record of our OH&S matters.
Members create and develop OH&S Bulletins in accordance with relevant Acts, Regulations, Codes of Practice and Guidelines.
We publish our OH&S Bulletins within the Brooking Street Bugle print version as well as on our BSB Online website. We will issue an annual special edition of the BSB for Occupational Health and Safety that contains our up-to-date OH&S Handbook. We will run an annual OH&S orientation program that each Member will undertake.
OH&S is an urgent matter.

CGR Task Unit Responsibilities: Adhere to legal requirements of corporate affairs; accounts; communicate with Federal, State and Local government departments; organise GST payments; supply Australian Tax Office with Business Activity Statements; provide timely managerial information to ensure profits are made; provide quarterly Profit and Loss Activity Statements; arrange for the audit of accounts at a professional level to meet the Statutory requirements of the Gaming Commission of New South Wales (NSW).; arrange General meetings and maintain statutory minutes for these meetings; monitor and adhere to Occupational Health and Safety (OH&S) policy; provide first aid facilities; organise attendants for staffing the Centre; correspondence; schedule events for our Teacher; structure new databases and train persons to maintain them; train personnel to operate CGR functions; refreshment supply; fund and organise Dana for the Sangha visiting the Centre; create goodwill with our neighbours; and with local newspapers to advise the community of upcoming events.

Anita has moved into the Anita Room. The Buddhist Discussion Centre (Upwey) Ltd. Office and Internet work station has moved into the Sariputta Room

altar have been set up in the Sariputta Room. A Buddha altar and
an altar for the Deva of Transformations will be set up shortly.

Education Standing Committee
In our Annual Report of Associate Institution of the World Buddhist University we reported that we have set up an Education Standing Commitee.
Venerable Upatissa has accepted an invitation made by our Secretary Mrs Anita M Hughes on behalf of the Education Committee to join the Committee as one of our advisers.
Professor Padma DeSilva (Monash University) and Anton Yoson (Sth Oakleigh High School) are are two newest members.
We welcome them to our Education Standing Committee.
Anton is an Information Technology teacher at South Oakleigh Secondary College. He is also the Information Technology Manager.
Anton is working to bring Buddhist texts into the Victorian Certificate of Education subjects "Texts and Traditions" and "Religion and Society".
Anton asked for advice regarding what Buddhist texts should be studied.
At this stage we have recommended the Dhammapada and Jakata
Tales. We will request Professor Padmasiri DeSilva, Dr. Ananda
Guruge, Venerable Vimilananda and Upatissa, the Pali Text Society,
the WFB to make text recommendations.
